An investigative evaluation is not automatically required in every DUI or Secretary of State case. The requesting document should be reviewed before scheduling.
What Is an Investigative Alcohol/Drug Evaluation?
An investigative evaluation is a specialized alcohol and drug evaluation used in certain Illinois Secretary of State administrative hearing matters. It examines the person’s alcohol and drug history, alcohol- or drug-related incidents, prior services, current circumstances, and other information relevant to driving safety.
The evaluation provides a clinical impression, supporting rationale, and any appropriate recommendations based on the available records, interview, objective information, and applicable Illinois requirements.

When Might It Be Required?
An investigative evaluation may be requested in connection with:
- An Illinois Secretary of State administrative hearing
- A request for a Restricted Driving Permit
- Reinstatement of Illinois driving privileges
- Alcohol- or drug-related driving concerns
- Certain non-DUI alcohol- or drug-related incidents
- Multiple Zero Tolerance suspensions
- A prior Secretary of State hearing decision
- A written request for additional evaluation evidence
What Does It Review?
The investigative evaluation may examine:
- Complete alcohol and drug use history
- DUI and other alcohol- or drug-related incidents
- Driving, boating, snowmobiling, and criminal history
- Prior evaluations, intervention, and treatment
- Current medical or behavioral-health concerns
- Current medications relevant to driving ability
- Issues raised in a prior hearing or denial
- Whether additional services are recommended
Evaluation Components
Illinois Secretary of State requirements call for an investigative evaluation to include multiple sources of information. Depending on the case, the process may include:
- A detailed interview with the person being evaluated
- Review of the complete alcohol and drug use history
- Review of available driving and criminal-history information
- Administration of an objective assessment instrument
- A corroborative interview with a significant other
- Review of previous evaluation and treatment records
- Response to issues identified in a prior hearing decision
- Clinical conclusions, rationale, and recommendations
A significant-other interview and objective testing are important components of the investigative-evaluation process. Missing records or unavailable collateral information may delay completion.

Required records depend on why the evaluation was requested. Be prepared to provide:
- The document requesting the investigative evaluation
- Any Secretary of State denial or hearing order
- Current Illinois driving abstract, when requested
- Prior DUI evaluations and update evaluations
- Previous investigative evaluations

How the Process Works

- Documentation is released to the client or another authorized recipient when applicable.

Does the evaluation guarantee driving relief?
No. The evaluation provides clinical findings, rationale, and recommendations. The Illinois Secretary of State makes the final decision concerning driving privileges.
